Dubai approves 44 areas for shared housing under new safety rules

Dubai Municipality has identified more than 44 areas where buildings and villas can be used for approved shared accommodation, giving landlords and property operators a clearer framework for complying with Dubai’s new shared-housing law.

Approved locations include Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga, with additional areas expected to be added after approval. The rules are aimed at reducing overcrowding and regulating informal accommodation arrangements.

Under the new requirements, each building must be designated either for individual accommodation or family accommodation. Bedrooms must provide at least five square metres per occupant. In family accommodation, each family must have its own bedroom and en-suite bathroom.

Owners and property management companies have one year from September 8, 2026, to bring existing shared-housing properties into compliance. The rules also require appropriate kitchens, bathrooms, dining and laundry facilities, together with fire-safety and CCTV approvals before permits are issued.

The changes are particularly important for expatriates who rely on shared accommodation to manage Dubai’s high housing costs. Residents looking for bed spaces or shared rooms should check that the property is legally permitted and that the operator is authorised, rather than relying only on social-media or WhatsApp listings.
