
Electric-scooter riders in Dubai can be fined Dh300 for riding dangerously or behaving in a way that places themselves or other road users at risk.
Riders must use designated scooter lanes and avoid pedestrian areas, jogging routes and sports tracks. Only one person is permitted on a scooter, as carrying a passenger can reduce balance and control.
Helmets and appropriate protective equipment should be worn. Reflective clothing is particularly important when travelling in poor light, while mobile phones and headphones should not be used during a journey.
Authorities have confiscated 13,657 electric scooters during the first eight months of 2026. Common violations included travelling against traffic, using pavements, crossing roads unsafely and operating scooters outside authorised areas.
Residents should also confirm that they meet Dubai’s permit requirements before riding and should check whether scooters are permitted on their intended route.
